Russian Negotiator Doubts China Will Join 3-Way Arms Accord Sought by Trump

Moscow won’t tension China to join the coming arms-manage talks with U.S. and Russian negotiators, Russian Deputy Foreign Minister Sergei Ryabkov claimed Tuesday.
